When top roping orabseiling,I dont feel 100% happy relying totally on the harnes loop to hold everything.Is it safe to tie into leg loop as back up?

Whatever you do, Guest, you should adhere to the manufacturer's instructions. Don't try anything out yourself and also not from advice given via the internet. This is extremely important!

Have you not seen the bungee jump that went wrong of this English bloke who jumped with his legs down instead of his head?

Same goes for this: always, always adhere to manufacturer's instructions.
