My garage is unfinished, the framing is still exposed. Would it be better for me to just place my 3/4' plywood directly on those 2 x 4s (instead of building another frame just for the climbing wall)? I will be moving in two

I'd recommend using the framing, but only as anchor points to wall, which should have it's on framing. For Two reasons.

A) Easier to move later otherwise your wall will be vertical, (unless your garage isn't) which isn't very interesting.

It depends - if a framed section is 10' tall and 16' wide, it won't be easy to move.

Agreed. It's a good idea to have a little bit of vertical or slab to warm up and stretch on, but too much vertical plastic can be hard on the fingers.
